Those individuals had attended a birthday bash for Adams. At the time of the birthday party-fundraiser, Adams was State Senate committee chair. That committee had a role in the selection process for the racetrack-casino operator, according to a report published by The City. Though the investigator found "evidence of a pay-to-play arrangement" that reportedly involved Adams, no charges were filed against Adams after the investigation findings had been "referred to federal prosecutors," according to The City report.
