Biography

The NYPD is the Nation's largest and oldest Municipal law enforcement agency. Staffing includes approx. 36,000 police officers and 19,000 civilian personnel. There are many bureaus, units, and precincts responsible for carrying out its duties. Historically, the NYPD has been beset by corruption scandals, misconduct controversies, and civil rights violations. Several mass social movements have failed to bring about reforms.

Transparency Summary

Even after laws are changed to compel transparency at the NYPD, the NYPD have to be sued to release Government information, such as disciplinary records. The DCPI don't answer press questions in a forthcoming manner. Of the law enforcement's agency's refusal to release misconduct records, an attorney for the NYCLU has said, "By no means has the NYPD entered a new era of transparency... ."

Red Flags

Banks’ name was included in 2014 FBI affidavits seeking wiretaps in an investigation of Hamlet Peralta, a Harlem businessman. On Sept. 4, 2024, the home of Edward Caban was raided by the F.B.I. in what was described as the deepest incursion, yet, by Federal Law Enforcement Officials into the inner circle of Mayor Eric Adams (D-New York City). No charges have been filed, yet. Previously, as First Deputy Commissioner, Caban "was accused of cheating on his sergeants exam nearly 30 years ago — and was disciplined in four other misconduct cases," according to a review of police files obtained by The New York Post.

NYPD Officer Grace Baez was arrested and charged with conspiracy to distribute narcotics and distribution of narcotics, according to Federal prosecutors in Manhattan.

In 2003, Quathisha Epps reportedly earned over $400,000 in income from the NYPD, with the majority of that coming from earnings gained from overtime. Federal authorities are reportedly investigating the substantial amount of overtime paid to Ms. Epps, as well as allegations that Ms. Epps' supervisor authorised the overtime in exchange for sex that took place at One Police Plaza. A lawyer for the supervisor has denied the allegations.
