Biography

The NYPD is the Nation's largest and oldest Municipal law enforcement agency. Staffing includes approx. 36,000 police officers and 19,000 civilian personnel. There are many bureaus, units, and precincts responsible for carrying out its duties. Historically, the NYPD has been beset by corruption scandals, misconduct controversies, and civil rights violations. Several mass social movements have failed to bring about reforms.

Transparency Summary

Even after laws are changed to compel transparency at the NYPD, the NYPD have to be sued to release Government information, such as disciplinary records. The DCPI don't answer press questions in a forthcoming manner. Of the law enforcement's agency's refusal to release misconduct records, an attorney for the NYCLU has said, "By no means has the NYPD entered a new era of transparency... ."

Red Flags

Banks’ name was included in 2014 FBI affidavits seeking wiretaps in an investigation of Hamlet Peralta, a Harlem businessman. The FBI were interested in Peralta after accusations were mad that he was selling stolen or untaxed liquor. The FBI affidavits alleged that some of Banks’ money was traced to Peralta through intermediaries.

New York City reached a settlement with the family of Eric Garner, agreeing to pay $5.9 million to resolve a wrongful-death claim over his killing by the police on Staten Island.

In 2018, a Federal jury found that NYPD Deputy Inspector Edward Winski used excessive force against an Occupy Wall Street activist in 2011. However, the protester was awarded only one cent as token compensation.

On Sept. 4, 2024, the home of Edward Caban was raided by the F.B.I. in what was described as the deepest incursion, yet, by Federal Law Enforcement Officials into the inner circle of Mayor Eric Adams (D-New York City). No charges have been filed, yet. Previously, as First Deputy Commissioner, Caban "was accused of cheating on his sergeants exam nearly 30 years ago — and was disciplined in four other misconduct cases," according to a review of police files obtained by The New York Post.

NYPD Officer Grace Baez was arrested and charged with conspiracy to distribute narcotics and distribution of narcotics, according to Federal prosecutors in Manhattan.

On Sept. 4, 2024, the F.B.I. reportedly raided the homes of several close allies to Mayor Eric Adams (D-New York City). The phone of Raul Pintos was reportedly seized. No criminal charges have been filed, yet.

Federal tax regulatory authority officials are reportedly probing whether James Caban "profited from his ties to his powerful brother and the NYPD," as reported by NBC New York.

The cell phone belonging to NYPD Assistant Chief James McCarthy was reportedly seized by the Feds in a day of coördinated raids, according to a report published by the Daily News.

Yellow Flags

Mayor Eric Adams faced criticism that he was creating a culture of nepotism by hiring his younger brother to serve as a deputy NYPD commissioner.

Critics accuse the Manhattan Institute of being a right-wing think tank, which has supported the Broken Windows theory of policing. Broken Windows focuses on minor offenses. As a result, people earning low or fixed incomes and POC become ensnared in over-policing that critics describe as racist.
