Kong Kong Secretary for Security Chris Tang is warning against disruptions to the planned Dec. 7 elections. Authorities are considering banning two groups seen as advocating for greater independence, thus being described by Hong Kong officials as intent on subverting state power. Tang had previously announced 29 arrests and warned against providing support to the groups with consequences that included criminal and financial penalties.
